Criteria includes: a large enough site to include an arena and parking, or just an arena combined with adequate off-site available parking; ease of ingress/egress for game-day crowds; proximity to current fan base; convenience to areas with demographically identified but untapped fan demand; and potential for nearby restaurants/nightlife, timeline risk, site cost, and municipal cooperativeness, among other factors.
